In the sample below, the green line shares the same X and Y coordinates as the black line. But it is offset in Z. With Consider Z enabled, the flags are placed at the elevation of the dangling end points.

With Consider Z not enabled the disconnect between the green and black lines is not found and the flags are placed at 0 elevation.
